1971年9月出生。1992年1月加入中国共产党。硕士研究生。会计师、注册税务师。1989年9月入江西农业大学经贸学院会计专业学习,1992年7月毕业后留校工作,先后任财务处科员、副主任科员 (期间:1993年7月挂职任遂川县七岭乡人民政府副乡长)。1996年7月任江西省地方税务局监察室副主任科员。1998年11月至1999年11月借调江西省纪委二室参与专案查办。2000年3月至2000年12月借调中共江西省委组织部参与公开选拔副厅级干部工作。2000年12月任江西省地方税务局人事教育处主任科员。2004年6月任上饶市地方税务局党组成员、纪检组长。2006年8月起任江西省地方税务局人事教育处副处长。《转型期公共服务之道变革的思考》入选中国行政管理学会 “政府社会管理与公共服务”研讨会暨2004年年会优秀论文。
